Sarah (she/her) joined CLHO in November 2021. Sarah came to CLHO from Multnomah County Government Relations where she worked closely with the Public Health Department on legislative and policy matters. Prior to Multnomah County, she worked for the Oregon Health Authority, Oregon Senate President Peter Courtney, and Congressman Dennis Moore (D-KS). She holds a Master’s in Political Science and a Bachelor of Interior Architecture from Kansas State University.
While Sarah was raised in small towns in South Dakota and Missouri, went to college in Kansas, and spent five years in Washington, D.C, she has lived in Oregon longer than any other place and is proud to call it home. In fact, she has visited all 36 counties and the 7 wonders of Oregon.

Allison (she/her/hers) joined CLHO in June 2024 as the Public Health Program Manager and became the Communications Manager in January 2026. She has a Bachelor’s degree in Health Sciences from the OHSU-PSU School of Public Health. Prior to joining the CLHO team, Allison worked as a Disaster Program Manager for the American Red Cross in Vancouver, WA. During this time, she worked on workforce engagement, disaster preparedness planning, response coordination, and stakeholder engagement in SW Washington and NW Oregon. Allison’s commitment to health equity, health and social policy, community education, and stakeholder relationships inspires her work supporting Oregon’s local public health system.
Allison was born in Southern California and grew up in Western Washington and Southern Nevada before making Portland her home in 2015.

Jenny Rudolph (she/her) joined CLHO as the Public Health Workforce Liaison / Recruiter in February of 2024. In this role, she supports and amplifies LPHA recruitment efforts, facilitates CLHO’s Workforce Development Committee, and strengthens partnerships with local and regional academic partners.
Jenny began her Public Health journey as an AmeriCorps Member providing occupational safety and health outreach to migrant and seasonal farmworkers in Oregon through the Association of Farmworker Opportunity Programs. Since then, she has built two decades of experience coordinating and leading health promotion and prevention programs. Jenny has been a supervisor and hiring manager for more than a decade as well as a preceptor for many undergraduate and graduate students. Jenny is passionate about investing in the next generation of public health professionals. As a first-generation college graduate, she believes in fostering a thriving and diverse public health workforce that welcomes individuals from all backgrounds and honors lived experience.

Hiking, mushroom hunting and fishing on the Oregon Coast, my two young boys, and goldendoodle, Harry.

Kate (she/her) joined CLHO in January 2026. Kate has a wealth of experience spanning multiple industries, including public health, energy, and retail. Kate’s experience in health care includes consulting on integrated marketing and communications for the CDC, NIH, OHSU, Salem Health, Saint Alphonsus, and more. Her background in public health includes supporting rural communities with awareness surrounding maternal health, prediabetes prevention, and behavioral health. She previously served on the board of directors for Healthcare Communicators Northwest.
Kate has been an Oregonian since 2011. Kate is a lifelong Kansas Jayhawk (Rock Chalk!) and holds a Global MBA from Friends University. She lives in North Portland with her young son, Koa. She is also a proud Corgi mom and enjoys wandering Oregon’s idyllic forests and coastal hideaways.
