About the Coalition
The Coalition of Local Health Officials (CLHO) is a 501(c)(6) non-profit organization representing all of Oregon’s 33 local public health authorities (LPHAs). The Coalition and the Conference of Local Health Officials are distinct entities serving different purposes, though both are commonly referred to as “CLHO” and share the same Executive Committee and Board of Directors.
The Coalition is a member-led advocacy organization funded by member dues. The Coalition advocates for effective and improved public health policies, programs, and financing of local public health in Oregon. The Coalition takes an active role in developing public health legislation, ordinances, and policies at local, state, and federal levels; promotes public health knowledge, skills, and leadership in the local public health workforce; and advocates for public funding to effectively implement and sustain local public health services equitably across the state.
The Conference of Local Health Officials exists in Oregon Revised Statutes (ORS 431.330) to provide recommendations on foundational capabilities and modernization to the Oregon Health Authority. The Conference and its committees serve as a forum for Local Health Officials and the Oregon Public Health Division to discuss expectations, funding, program elements for Financial Assistance Agreements, and other governmental public health issues. The Coalition of Local Health Officials’ staff are contracted to provide support to the Conference of Local Health Officials.
Meeting Schedule
The Coalition meets on the third Thursday of each month from 11:45 AM - 1:30 PM. These are not public meetings. LPHA Staff can access the meeting materials here. Meeting materials are posted there approximately one week before the meeting.
Coalition Committees
The Coalition has two standing committees that guide specific areas of work:
- Legislative Committee - Recommends policy priorities and provides direction for monitoring state and federal legislation affecting public health in Oregon
- Workforce Development Committee - Guides strategies and activities to develop Oregon’s public health workforce
Coalition Committee meetings are not open to the public.
