April comes to us from Placer County Public Health in California where she supervised the Epidemiology, Communicable Disease, Immunizations, Vital Statistics, and Public Health Emergency Preparedness programs. She brings more than a decade of experience in public health to the BCHD. When she's not working, she can be found hiking in the beautiful forests around Corvallis and spending time with her family.

Philip Mason-Joyner, MPH, has been with the accredited Clackamas County Public Health Division since 2012. As Public Health Director, he is responsible for moving the organization towards implementation of modern public health practice with a foundation that focuses on advancing health equity, eliminating health disparities, and improving health outcomes. He is currently on the national Public Health Accreditation Board’s Quality Improvement & Evaluation Advisory Committee and is a past co-chair of the CLHO Legislative Committee. He previously worked in a variety of leadership roles at Multnomah County Health Department, Oregon Health Authority (OHA), Oregon Health & Science University (OHSU), and Benton County Health Department.

Jaime was born and raised in Rainier, Oregon. She attended college in Idaho, first at Lewis-Clark State College, where she played volleyball, and then at Boise State University. She majored in health promotion and athletic training at Boise State University. While completing a health promotion internship at a local health system in Boise, she discovered a passion for public health after engaging with infection prevention hospital staff. She decided to pursue her Master of Health Science with an emphasis in health policy.
While completing her graduate degree at Boise State University, Jaime worked in Idaho’s Medicaid program and then for the state public health division in areas ranging from diabetes prevention and control, physical activity, older adult fall prevention, and chronic disease self-management. She then joined local public health, serving in a Program Manager role at Central District Health in Boise before becoming the Division Administrator of Environmental and Community Health at Southwest District Health (Caldwell, Idaho) in 2019. As an Incident Commander, she helped lead Southwest District Health through the COVID-19 response before returning to Central District Health as a Division Administrator in December 2021. During this time, Jaime also served as an adjunct professor for Boise State’s Master of Public Health program teaching a graduate course in managing human resources within health-promoting organizations.
In mid-2022, Jaime decided it was time to return to Oregon to be near her family in Rainier. When she is not working, she can be found reading, being active, and spending time with her husband, parents, sister, niece, and two dogs (a black lab named Duke and a boxer named Rossi).Jaime Aanensen

Dr. Lynch holds a degree in Public Health and Epidemiology from Walden University, along with a master’s in business administration from Colorado State University. His extensive background includes participating in Public Health residency programs and collaborating on innovative solutions to tackle pressing health issues.
Previously, Dr. Lynch spearheaded efforts to combat the opioid crisis in Eagle County, Colorado, by working closely with local hospitals, behavioral health representatives, and community leaders. His commitment to addressing community health challenges is truly commendable.
Dr. Lynch’s vision for Coos County revolves around implementing preventative health measures, improving health outcomes and enhancing emergency preparedness. His goal is to build resources tailored to our community’s needs, ensuring that everyone has access to quality healthcare.Tim Lynch

Heather has worked in the field of public health in Oregon for over 20 years and is passionate about improving and protecting the health of Oregonians and working with teams and community partners to find creative solutions and opportunities for collaboration.
The majority of her career has been spent in state and local public health program planning and leadership positions. Prior to her current roles at Oregon Health Authority, Heather was part of DCHS’s public health team for 13 years in multiple positions, most recently as the Manager of Public Health Advancement & Protection Section where she led DCHS through numerous emergency responses.
Heather has a keen interest in crisis and health communications, which led her to seek a Masters in Health Communications degree, earning an MS from University of Illinois and a Public Health Management Certificate from University of Washington. She excels in translating and communicating health information and data on emerging public health threats and leading teams through complex public health challenges.
Due to her emergency preparedness and communicable disease management experience, she was asked to join Oregon Health Authority to lead the COVID-19 Intervention Section where she built a regional and statewide surge capacity infrastructure to support local public health authorities in responding to COVID-19 outbreaks in vulnerable communities. She brought her local and regional public health leadership skills and perspectives to this statewide team and continued to be an advocate for local public health. Dr. Dannenhoffer is a practicing pediatrician and the public health officer and administrator for Douglas County. After completing medical school at Albany Medical College and his pediatric residency at the Massachusetts General Hospital, he served in the United States Navy. He has been practicing pediatrics in Roseburg since 1989. He has been deeply involved in Oregon’s health care transformation journey and served as the CEO of one of the initial CCO’s and as the chair of the inaugural Metrics and Scoring Committee. At the OMA, Bob is a past president and a delegate to the AMA. He currently serves on the Public Health Advisory Board and the Task Force on Resolution of Adverse Health Care Events.

Trish Elliott is the director of the Hood River County Health Department. She has been with Hood River County for 19 years. She lives in The Dalles, where she raised four children. She is a grandmother to a beautiful little girl, and has a second on the way. In her spare time, she loves to read, cook, and paint. She is looking forward to the rewards and challenges of continuing this journey in public health.

Jackson Baures is the manager of Jackson County Public Health Division, which provides a variety of programs and services including Communicable Disease; Immunizations; Maternal and Child Health; Family Planning; Women, Infants, and Children; Health Promotion/Prevention; Environmental Public Health; Ambulance Service Areas; and Public Health Emergency Preparedness. He received a Bachelors of Science from Willamette University, a Masters in Management from Southern Oregon University, and a Graduate Certificate in Public Health from Oregon Health & Science University. Previous employment included Jackson County Environmental Public Health Division Manager, Jackson County Health and Human Services Emergency Preparedness Coordinator, and Industrial Hygienist at the Veterans Administration Southern Oregon Rehabilitation Center & Clinics. He currently resides in Medford with his partner, Zahra, and has two adult children, Joe and Lucy.

Jennifer Little was born and raised in Fort Collins, Colorado. She earned a Bachelor’s of Human Development and Family Studies with a focus on healthy aging from Colorado State University. She then went on to earn her Master’s of Public Health from Oregon State University. Jennifer started her public health career as a tobacco prevention and education coordinator for Klamath County Public Health. She then worked for a non-profit hospital system, Sky Lakes Medical Center, and helped develop a population health management program that utilized community health workers. Jennifer then returned to Klamath County Public Health as the director. Jennifer has a passion for public service; she serves as the chair of the Blue Zones Project Built Environment Committee and sits on the board of the Klamath Basin Senior Citizens’ Center.

Judy Clarke is the Director of Lake County Public Health. She is married to her wonderful husband Spencer who is a family practice physician and the Lake County Public Health acting medical director for the last 17 years. They moved here 20 years ago to practice rural medicine and raise their two boys. She has been at public health going on 3 years taking on the Directors position in December of 2017. She absolutely loves public health nursing and all the wonderful people she gets to meet and work with!

Jocelyn Warren is the Public Health Manager for Lane County. She is originally from Toledo, Ohio and got her undergraduate degree in English from John Carroll University in Cleveland. She moved to Oregon in 1992, married Ed Feil, had two children (Ethan and Claudia), and was on the road to becoming a nurse when she learned about the field of public health (and that you don’t have to be a nurse to practice public health). Jocelyn earned an MPH in 2002 and a PhD in Public Health in 2008 from Oregon State University. She continued at OSU as a postdoc and assistant research professor with a focus on sexual and reproductive health. After passage of the Affordable Care Act, she became more interested in policy and the new opportunities for public health in health system transformation. In 2015, Jocelyn was hired as the Public Health Manager for Lane County and has had the pleasure of working every day with people who are passionate about public health and enthusiastic about public health modernization.

Dr. Luedtke is a Preventive Medicine and Primary Care physician who serves as Lane
County’s Senior Public Health Officer and the Chief Medical Officer for the Department
of Health & Human Services' nine divisions and its seven clinics.
Dr. Luedtke received his M.D. from the Medical College of Wisconsin/Marquette
University. He completed his Preventive Medicine residency and a Master’s of Public
Health degree at the University of Utah and his Internal Medicine training at Naval
Hospital Oakland (California). Prior to his Oregon positions he spent 11years in Utah at
the State Health Department where he served as the State Public Health Laboratory
Director, Deputy State Epidemiologist, State Epidemiologist (acting), and Adult
Medicine Director (Medicaid clinics). Also while in Utah, he was a Public Health
Professor at the University of Utah, serving as the course director for the MPH & PhD
environmental health and toxicology coursework. Prior to Utah, Dr. Luedtke served 12
years as an active duty Medical Officer in the U.S. Navy, practicing medicine and public
health on all three of America’s coasts, as well as in Europe, Africa, Asia, Central

Florence Pourtal is the Public Health Director in Lincoln County. Prior to that she was the PH Director for Coos County. Prior to working in Public Health in Oregon, Florence worked on Public Health interventions in Africa and South East Asia for various non profit organizations. Florence has a Master in International Humanitarian Assistance and a MPH from the London School of Hygiene and Tropical Medicine.

Joseph Fiumara has been with Umatilla County (UCo) Health since Jan 2016, starting as the Environmental Health Supervisor before transitioning to Public Health Director. In that time, he has expanded the EH department; including implementation of the on-site septic system program previously administered by DEQ. Joe came to UCo Health from Walla Walla County Department of Community Health in WA, where he was an Environmental Health Specialist for 9 years. Joe grew up in Powder River, WY and graduated from Natrona County High School in Casper, WY. Joe attended Dickinson State University where he graduated with a B.S. in Biology & B.S. in Environmental Health. This is where he also began his career in EH with a short term position with the Custer Health District out of Mandan, ND. Joe obtained his Masters in EH through East Carolina University while working in Walla Walla.

Carrie Brogoitti, MPH, joined the Center for Human Development (CHD) as public health administrator in August 2008. Carrie assures the delivery of core public health services and functions in Union County and is a member of CHD’s Administrative Council, a six-member Executive Team responsible for organizational oversight. Prior to joining the Center for Human Development, Carrie worked for over 10 years in health-related service delivery and fundraising for a number of health and social service organizations. She earned her Master’s in Public Health in 2004 from San Francisco State University and her Bachelor of Arts in English with minors in Women’s and Scandinavian Studies from the University of Oregon in 1997. Carrie has a strong interest in understanding and advocating for the health needs of Union County residents and rural Oregonians. She was born and raised in Union County, giving her a personal connection to the area she serves and the health issues facing rural communities.

Marie Boman-Davis’ over 25-year public health career has spanned across community, research, academic and government settings. Her primary areas of focus have been chronic disease prevention, behavioral epidemiology and public health informatics. She has held leadership roles in academia as an assistant professor and associate professor and supported public health accreditation efforts.
Marie earned a Ph.D. in public health with a focus on health behavior from the University of California, San Diego. She earned a master’s degree in public health with a focus on health promotion and a bachelor’s degree in health sciences with an emphasis on community health education at San Diego State University.
