CLHO Staff
The Coalition of Local Health Officials staff support the Local Health Departments in Oregon through advocacy and technical assistance. - Sarah Lochner, Executive Director

			  Sarah (she/her) joined CLHO in November 2021. Sarah came to CLHO from Multnomah County Government Relations where she worked closely with the Public Health Department on legislative and policy matters for the last three-and-a-half years. Prior to Multnomah County, she worked for the Oregon Health Authority, Oregon Senate President Peter Courtney, and Congressman Dennis Moore (D-KS). She holds a Master’s in Political Science and a Bachelor of Interior Architecture from Kansas State University. 
 
 Sarah was raised in small towns in Missouri and South Dakota. After five years in Washington DC, she moved to Oregon for the temperate climate, the land-use policy, the coast, wine country, coffee culture, hiking, waterfalls, and wildflowers. Sarah spends her spare time reading books; gardening; playing tennis and pickleball; hiking; writing; traveling with her spouse, Travis; and walking her Staffordshire Terrier rescue, Penny.Sarah Lochner

- Allison Mora, Public Health Program Manager

			  Allison (she/her/hers) joined CLHO in June 2024 as the Public Health Program Manager, She has a Bachelor’s degree in Health Sciences from the OHSU-PSU School of Public Health. Prior to joining the CLHO Team, Allison worked as an Disaster Program Manager for the American Red Cross in Vancouver, WA. During this time, she worked on workforce engagement, disaster preparedness planning, response coordination and stakeholder engagement. Allison’s commitment and dedication to health equity, health and social policy, community education and stakeholder relationships inspire her to make a meaningful impact in the work she does. 
 
 Born in Southern California, Allison grew up in Western Washington and Southern Nevada before making Portland, OR, her home. Outside of work, she enjoys cooking her abuela's favorite recipes, reading the latest books on social and public health issues, and spending time with her family, friends, and partner, Eric, along with their dog, Yuki. Throughout the year, Allison enjoys summer bike rides and family picnics, fall hikes in the Columbia Gorge, winter snowshoeing treks in the Deschutes National Forest, and springtime gardening.Allison Mora

- Madison Riethman, Grant Project and Data Manager

			  Madison (she/her/hers) joined CLHO in October 2022 as the Project and Data Manager of the Healthy Rural Oregon grant project. She has a Bachelor’s degree in Natural and Chemical Sciences from Xavier University and a Master of Public Health degree in epidemiology from Saint Louis University. Prior to joining the CLHO team, Madison worked as an epidemiologist for Clark County Public Health in Vancouver, WA, and as the COVID-19 Response Coordinator for Reed College in Portland. During this time, she has worked on a variety of public health-focused projects including infectious disease outbreak response, community health evaluation, wildfire impact assessment, and health equity. 
 
 Madison was born and raised in a small rural community in northwest Ohio and now calls Portland home. Off the clock, she can usually be found at a nearby coffee shop, pub, or campsite with her latest library book and dog Juniper.Madison Riethman

- Janessa Wells, Central Oregon Workforce Navigator
- 
			
			  Janessa joined CLHO in November 2022 as the Healthy Rural Oregon Project's Workforce Navigator. Janessa earned her B.S. in Social Science from Oregon State Cascades, was a winner of the Laymen Fellowship for her international undergrad research which focused on gender dynamics and women’s agency. Before joining CLHO she was the ASCC Director of Student Advocacy at OSU Cascades. She cut her public health teeth in Liberia, working for two years as a Health and Wellness Program Manager pre, post, and during the Ebola outbreak. She worked on a variety of public health projects including training community health workers, addressing barriers to care, and founding a safe home for survivors of sexual assault. She is also a certified Community Health Worker and Presidential Bronze Volunteer Service Award winner. 
 
 Janessa was born in rural California but has lived all over the world including Paris, London, Liberia, and China. She now calls Bend, Oregon home. In her free time, she can be found trail running, skiing, camping, indulging in the Oregon wine/coffee culture, curled up with her latest book, or plotting her next adventure. She is also a poet, ultra-runner, and lover of live music.Janessa Wells

- Kate Szrom, Public Health Rural Communications Coordinator
- 
			
			  Kate Szrom (she/her) joined CLHO in January 2023 as the Public Health Rural Communications Coordinator. In the past, she has worked in photojournalism and nonprofit communications, and has a Master’s degree in Multimedia, Photography and Design from the S.I. Newhouse School of Public Communications at Syracuse University. 
 
 Before joining CLHO, Kate coordinated the Portland area COAD (Community Organizations Active in Disaster) at the Portland Bureau of Emergency Management. At PBEM, her duties included building partnerships with community organizations, community capacity building in emergency preparedness and response, and government liaison and communications duties during extreme weather emergencies.
 
 Working on the Regional Disaster Preparedness Organization’s Disaster Messaging Workgroup, she launched PublicAlerts.org Messaging Tools, a free toolkit of high-quality, ready-to-use public health messages and communication assets in 25+ languages. This project, and all of Kate’s work, are guided by principles of inclusion, healthy equity, language access, cultural humility, and disability justice.Kate Szrom

- Jenny Rudolph, Public Health Workforce Liaison/Recruiter

			  Jenny Rudolph (she/her) joined CLHO as the Public Health Workforce Liaison / Recruiter in February of 2024. Jenny began her Public Health journey as an AmeriCorps Member providing occupational safety and health outreach to migrant and seasonal farmworkers in Oregon through the Association of Farmworker Opportunity Programs. Since then, she has built two decades of experience coordinating and leading health promotion and prevention programs as an Associate Professor of Practice at the Oregon State University Extension Service and College of Health. Jenny has been a supervisor and hiring manager for more than a decade as well as a preceptor for many undergraduate and graduate students. Jenny is passionate about investing in the next generation of public health professionals. As a first-generation college graduate, she believes in fostering a thriving and diverse public health workforce that welcomes individuals from all backgrounds and honors lived experience. She holds a Master of Public Administration and Non-Profit Management from Portland State University and a BA in International Studies and Political Science from the University of Oklahoma.
